Legal Question in Traffic Law in Maryland

i drove by a school bus today (it was parked on the side road so i drove past it), i didnt see any flashign lights or a stop sign, there was noone getting on or off the bus and the driver was talking to someone who was standing by the drivers door. after i drove by the bus driver honked the horn and strated chasing me for about 1.5miles. im assuming they were trying to get my licence plate. i didnt break any laws as far as i know but can they still file a complaint?

I suppose that they could tell an officer, who could "investigate," and based on it issue a citation if a violation of the law were alleged. Then the witnesses would have to appear for court. Although possible, I think this scenario is unlikely for a traffic charge without injuries.
