Legal Question in Traffic Law in Maryland
is it legal to charge someone with driving with out a license and driving on a permit at the same time. And if not how do i get the driving with out a license dropped. Im facing a parole revocation because of it

It is never "illegal" to charge anyone with anything in this situation. Police usually charge several similar citations. I would get a good lawyer if I were you if this is exceptionally important to you because of your parole retake.

The State's Attorney may charge anyone with anything. Whether the state succeeds in proving a charge beyond a reasonable doubt is another matter. Getting a charge dropped involves luck, negotiation, trial, or all of them.
