is it legal to tow a car off Private property if the car suppose to be there

Yes, if either the lienholder was repossessing it or if the police had a warrant for it.

Towing a car off private property can be done in certain cases, but not in others. The reason for the tow will govern. A lawyer can analyze the facts and can tell you if it was legal or not. If it was not legal, you can claim damages from the tow company and the person who ordered the tow.
