The minimum amount of time required for a car to be stopped at a stop sign is when it comes to rest on its rear wheels.

The law requires a stop. Whether you get charged, depends on whether the officer sees the stop. The shorter the stop, the less likely the cop sees it, and the more likely the cop thinks that you did not.
