Legal Question in Traffic Law in Maryland
i was parked illegally and was moving it when a parking officer came up and told me i could not move my car until he gave me a ticket, also he blocked my car with his body, is that ok and is the ticket valid

Ticket is valid. You were parked illegally. Parking Officer SAW you parked illegally, that's enough. In theory, the P.O. could have witnessed your car parked illegally, let you get in the car and drive off, and then pulled you over several blocks later to give the parking infraction.
