The only other person permitted by law to represent the Defendant is the Defendant's lawyer. Any other person would be practicing law without a license, which is illegal.
In minor traffic cases (jail is not a potential penalty), a lawyer can represent the Defendant without the presence of the Defendant in Court.

Practicing law without a license is a crime. Even lawyers may only practice in the courts where specifically licensed.
