Legal Question in Traffic Law in Maryland
If stopped in Maryland for failure to stop at a stop sign and the officer fails to record the time on the Citation where there is a place to record the time is the Citation valid?

Yes, it is valid. If there were no date at all, you may request a bill of particulars, because you might have an alibi defense.
The citation would be invalid, if it failed to state an offense.
