Legal Question in Traffic Law in Maryland

In May of 2008 I received a ticket while in upper marlboro for parking behind the court house near the commissioners office. I feel the ticket wasn't justified because the roads were flooded the free parking lot was blocked off by the police and the parking garage and public parking was full . I haven't paid the ticket. I thought the ticket would've been waived because of the weather conditions or that I would receive a court date. A court date was never scheduled for the citation, the mva has placed a flag on my record and the $25 ticket has tripled to $110. I called the city of Uppr Marlboro thinking that they would've dropped the fine if i explained the situation, they didn't and are threatening to raise the amount if i don't pay now. Help!! Do I have any recourse?

You should have followed the instructions on the ticket to contest it, although the way the laws are typically written, your story would not provide a defense. You may try to go to the parking payment office and tell them you never got a court date and see if they'll reduce the fine back to the original amount.
