regarding a traffic violation that was but on stet doc. when does the case close?

Never. Stet is an indefinite postponement, which is why entry of it on the docket requires that the defendant waive his right to speedy trial. During the first year either the state or the defendant may simply ask for a trial date to be set. After a year either party may still make the request, but must convince a judge that good cause exists to schedule the matter for trial. Although it rarely happens, it is possible.
After three years from the entry of stet on the docket, a defendant may petition for expungement, which if granted, removes it from the public record. This does not prevent reopening the matter later.
