Is puuting up flyers for a wiffle ball league in an apartment complex in which i reside in for non-profit considered soliciting business?

Technically speaking, I would say that it is. Is there a fee to join the league? The fact that the league is run by a non-profit doesn't mean that it doesn't transact business.
