419 scam liability
Are major ISP's, Yahoo, MSN, MCI etc. in any way
responsible if they fail to take action to terminate
accounts in a timely manner of those who are
perpetrating 419 scams? I get two or three of these
scam Emails every day. I report each one immediately
to the hosting ISP. Sometimes they reply within 24
hours to say they have resolved the problem, most of
the time they never respond. In at least one case I know
that they took over a week to take action because their
first response to me was ''It's out of our control'' (BS).
In the time that they waste by not taking action there
may have been many victims of the scam. If those
victims could be tracked down and identified as having
been victimized during that time period when the ISP's
were failing in their responsibility would the ISP have
exposure? My reason for concern is to spur the ISP's
into action to control Spam more responsibly. They
make million$ from Email but they do so little to control
its' abuse.
