Unfinished Construction

I have a written contract with a licensed contractor for vinyl siding. The contract called for 3 payments, the deposit, 1/2 finished check, final payment. I made 2 payments. The work was supposed to be completed in 4 weeks. It has now been 11 weeks and the workers have not returned since April. The work is a little more than 1/2 finished. What recourse do I have?
