Yes, but only under very specific circumstances.
First, you have to breach your contract or promise to repay a debt.
Second, the creditor must file suit against you to establish your breach in a court of law.
Third, the creditor must successfully establish your breach and be awarded damages by way of a judgment.
Next, you must fail to pay your judgment, and fail to appear at court hearings held for the purpose of determining your ability to pay.
Lastly, a civil arrest warrant can issue.
