can my daughter refuse visitation.... her father left her with a friends wife and she witnessed violence and was left to care for 3 other younger children...he blamed her for 2 accidents that her brother had while he was not watching him and screamed at her...really scaring her

If you believe that the current parenting plan is no longer in the best interest of the children, then you need the permission of the court to change the schedule. If you believe that the child is in harms way, you should file an emergency at the probate and family court in your jurisdiction.
