New step-father wants to adopt minor children

I am newly married and my new husband wishes to adopt my minor children from my previous marriage. This would make them very happy.

Their biological father lives in Florida and has had no contact with them for the past 4 years.

Will we need his consent, even if it's the children who want the adoption the most?
