can i change my date of birth legally? I came to US 1982 as a minor refugee from Cambodia. During the process of documents in the refugee camp, I was given the incorrect date of birth because the birth certificate was not available. I am not American Citizens through Naturalization.

No, one can't "change" their date of birth. You are born on a specific date, and it's your date of birth for life.

Documents sometimes can be updated or corrected to reflect the correct date of birth if, for example, a mistake had been made. However, one should be careful when requesting such an "update".
