I am a US citizen. I want to file concurrently for my mom who is here on a visitor's visa. How soon can I file? And what forms should I file?

You can petition for her and she can apply for adjustment of status, provided that she is in USA legally and was admitted and inspected, and didn't have a hidden immigrant intent when arrived on a visitor's visa.
