Legal Question in Immigration Law in Massachusetts

filled out form I-485 to register permanent residence or adjust status for my husband on December 12, 2008. Was interviewed on March 26, 2009. Is this normal to be waiting this long for his green card.

No, that's not normal. If approved at the interview, the green card is usually mailed within 3-6 weeks.

Is he eligible for adjustment of status at the first place? What the CIS officer told you at the conclusion of his adjustment of status interview?
