Your brother's petition filed in 2002 will take more than 10 years till it's priority date is current. You cannot stay in USA legally based on this pending petition. B2 visa allows maximum period of stay up to 6 months at a time.

How old are you? Are you single or married?

Your mother, who is a US citizen, can also file a petition on your behalf, and it could take less time than a brother's petition. It will depend on your age and marital status.

Only if you are single and under 21 years of age, expect a fast processing and approval. In all other cases, there will be a few years of wait involved.
