Legal Question in Insurance Law in Massachusetts

i have a surcharge on my ins for an accident i never even had a friend of mine used my name and ss because she didnt have a license i did not know about it at the time,i wasnt in the car i never signed any papers,is there any way i can get my name off and surcharge dropped.this happened in 2006 i tried but never got anywhere so i have been paying this chare for two and a half yrs
