Who owns the house?

My uncle bought a rental property and allowed the former owner to continue renting. He didn't pay taxes because the former owner said he would take care of it. He never recorded the deed with city hall. A few months ago the former owner sold the house to this woman and she recorded the deed and the former owner ran off with the money. Who owns the house?? Does my uncle owe this lady money?
