You will need to petition for your husband's 'green card'/immigrant visa and then he will need to apply for a visa and a hardship waiver, because he lived in USA illegally for over a year (as I understand), and then departed the USA, which made him inadmissible for 10 years. It might be still possible to come back to USA if a waiver and a visa are approved.
