Can a propective employer ask legal a former employee the specfics of the reason a propective employee canidate no longer works at the company?

Your question is confusing. If you are asking if an employer can ask a prospective employee why they left a prior job, then yes, that is a legal question. Why wouldn't it be?

An employer can ask someone's former employer that same question, but the former employer is not permitted to give out details regarding a person's termination or separation from employment.
