copyright
if i have a photograph taken by a photographer, which is copyrighted, can i take the original picture, then change something on it and then use it with out permission? can i then copyright the picture which i have changed?

What you are trying to do is a violation of the original copyright holder's rights. You are creating a derivative work of the original thus unless you have permission from the copyright holder he may sue you and collect damages. My best advice would be obtain permission to use the photograph.
