My father just passed away. My mother is still lving. My father had credit card debt in his name which my mother was unaware of. Is she legally responsible to pay off his debt?

There are a number of issues. Were these joint credit cards or solely in your father's name? If they are only in his name, then they become a debt of your father's estate. The bills of an estate are the first things that are paid before the assets of the state are distributed.
