Unpaid work hours

We work 9-5 Mon-Fri. with 1 hour paid lunch. Most days we are free to leave, but sometimes work part or all of the lunch hour. As non-exempt hourly employees we are paid for 40 hours each week with our hourly rate based on 40 hours. If an employee is required to work before or after 9-5 or on Saturday, no additional pay is provided as the employer feels we have already been paid for 40 hours but have only worked 35. We have to ''make up'' 5 hours of time with no additional pay before overtime is considered payable. Is this correct?
