Legal Question in Business Law in Michigan

Wrongful demotion and/or paycut?

I have a friend that transfered from one department to another, for better hours and money. Plus his boss was just mean and harrassing him. Now that he is in this new department his old boss is still harrassing him and now trying to get him back by either a $3 paycut or a demotion. I have been trying to find Labor relations office here in the Detroit area for him and can not find one. He doesn't want to involve lawyers yet, just wants things to be fair. He wants to stay where he's at and wants his old boss to leave him alone. Also wants his old boss to quit harrassing him and his co-workers.

He needs to contact the human resources function at his employment to straighten these things out. It usually works in most cases. However, if that doesn't work he may need legal representation.
