Taking of Property
My fianc'ee called off the wedding and her and her parents and cousin came over and took items and my daughter's dog from my house while I was at work.
She said she lived at my house but never changed her address on anything including her car insurance and medical insurance so the police will not make a report. they say it is civil case how can I make the police file a report.

You can't. It is a civil matter. If she took things that belonged to you, you can file a suit to have (the items or the value thereof) returned to you, not to mention your engagement ring (for whatever it's worth).
