can anyone file a motion on their own behalf or on the behalf of someone else and if so where do you get the forms

A defendant can represent him/herself. If another person files a motion on the defendant's behalf - it is called practicing law without a license.
If the charge is really CSC - GET AN ATTORNEY!! There are too many hazards.
