FOC Question
When a party (falsely) claims to not have recieved court papers, does that give the FOC a legal right to judge that the party is released from their support obligations?
The party did not give the FOC their new address as required.

Is the claim actually false if the FOC didn't have their current address? It doesn't release them from existing obligations, but if a party isn't properly notified and then support is changed without knowing what the payor's child support is, the payor is going to be able to claim that notice wasn't proper and that the obligation should be re-evaluated. This does not mean the obligation is released however.
