Legal Question in Family Law in Michigan

A mother is leaving the country for a month and is leaving a non-relative friend of her to look after her two children. She wants to leave behind a notorized letter that would give the caretaker 'parental rights' in the event either child requires hospitalization or medical care. Is that the right approach, what are the important points to make in such a letter?

Just use a Power of Attorney form available on line to give her the right to make medical decisions.
