Civil Infraction ticket

A male friend of my daughter was driving her car around a park, my daughter was present. Upon seeing a policeman, the male driver realized he did not have his wallet, stopped the car and backed up to turn around (his wallet was in his car). The policeman stopped them. The policeman asked for proof of insurance and registration, both of which my daughter had BUT she had the old proof of insurance and a registration that wasn't signed by my husband. The policeman wrote a ticket to the male friend who was driving the car, and said he would waive it if they could produce the appropriate documents, which they did at the courthouse cashier window. The courthouse window initialed it and put a ''pd'' which we assumed was paid or another word for waived. Now the male friend is getting bills totalling $280 for non payment and late charges. The male friend is 16 and never told his parents about the whole thing until the late charges started coming in. I'm now assuming the ''pd'' meant ''pending''. I also assume that there was a court date, where we had to show the appropriate documents, but we were never made aware of it. These people are now threatening to take us to court! Help!
