client refuses to pay for interstate online freelance work

I am in CT, client in MI. 10/2006: Client initiated contact (phone & e-mail) for me to write direct mail. I quoted $25/hr, client asked instead for project quote, telling me to quote high to ''protect'' myself from *her* client who was funding project. I quoted between mid/high, not comfy quoting too high; detailed quote w/ rate range so she'd know the highest it *might* go (final was under); also incl billing schedule in thirds; began work. 11/2006: billed 1st 1/3 on schedule; she didn't pay, asked for further work; called to reassure me I'd be paid, so I continued. 12/2006: Was notified my work no longer needed. Sent final bill ($1333.00); she said it was too high, offered approx 1/2. I negotiated through many e-mails, dropped bill to $1200.00, she kept offering only 1/2. She became insulting, obstructive, irrational, said my work was poor, etc. Last contact, said she didn't ''want to continue this,'' & I believe will no longer negotiate w/ me. She contracts w/ other freelancers in other states, so can I sue through Sm Claims or other venue for payment, keep jurisdiction in CT? Any way other than suing to get payment? Doubt she�d agree to mediation/arbitration/etc now, & I have no $ for travel, legal fees, etc. Thank you in advance.

You can attempt to go through small claims. Simply go to the civil clerk's office at your local courthouse and tell them you want to file a small claims. They will assist you.
