Legal Question in Civil Litigation in Michigan

Garnishment

I have an installment payment agreement with an attorney, who then garnished my michigan homestead property tax credit refund.The income I receive comes from the state of Mi for caring for my handicapped son who is 23 years old. The only other income I receive is my sons supplemental security income (SSI)check (I am his legal gaurdian). My question is, since the only income I receive is from the State Treasury and SSI, Shouldn't I be exempt from being sued or garnished anyway?, and if not since I already had an installment payment agreement order, shouldn't there have been a motion to set aside payment order filed before a garnishment was taken?
