Legal Question in Civil Litigation in Michigan

If a teacher pulls down a students shorts in front of other students while trying to retrieve school property without allowing the student the opportunity to return the property themselves guilty of any crime civil or criminal. If the school district does not react responsibly to this altercation are they also liable? Please respond asap! Thank you!
