animals and landlords

does a landlord have the right to say that one floor is allowed to have a dog and another is not simply because he or she is on the second floor. and on top of everything it does not state that in my lease

Yes. Dog owners are not a protected class preventing owners from discrimination. However, since the rule is not in your lease, you are not bound by it.
