I have pipes leaking under my kitchen sink which has caused the floor of the cabinet under the sink to become totally soaked with water. The wood is rotted and moldy and I fear it's a health hazard. Apartment management does not want to address the problem. What steps can I take to get the repair done and can I withhold rent until the repair is completed??

You must put in writing that you are going to get the work done and withhold the cost of the repair from the rent. This will provide the landlord with a final opportunity to have the problem repaired.

Have you placed your complaints in writing to apartment management? If not, do so immediately.
Since this could be a serious situation, and a health hazard, you can withhold your rent until corrected, but you need to put your rent into an escrow account, which is required by law. You should inform the landlord that you will be withholding your rent due to the conditions of the apartment and their failure to repair it, and let them know the name of the bank where the rent is being escrowed. This will protect you, should they attempt to sue you or terminate your tenancy for failure to pay rent.
