If I have fallen in the Kroger's parking lot is Krogers liable to pay for my medical bills? If so what steps do I need to take to get them to pay for them?

They could be, depending on why and how you fell, and if the reason for your injury was their fault and/or the fault of someone who was supposed to maintain the parking lot (i.e., if you slipped and fell on ice). Did you make an incident report?
