Legal Question in Personal Injury in Michigan

My nineteen year old daughter was hit and sustained injuries by an automobile while riding her bicycle on the sidewalk in Bend, Or.

The driver of the vehicles' insurance company wants to sue my daughter for damages to the automobile. Meanwhile, she is in Physical Therapy for her injuries.

She now wants to move to the state of Michigan to live. However, she has been told that in order to sue the driver of the vehicle, (he lives in Washington state), she must remain a resident of Oregon in order to persue her case against the negligent driver.

Can she get a lawyer from another state to represent her on a contingent basis?
