Legal Question in Real Estate Law in Michigan

We are constantly getting flooded out from our neighbors .The drain commissioner wont help and the road commissioner wont help can we build up our property to keep the water off the property

You may be able to build up your property, but you may also be sued if the water then flows to another person's property. You need to see a real estate attorney, before you make your situation worse.
