With holding rent due to lease not being fulfilled

As a renter in our yearly lease agreement we had added to the lease that our windows must be replaced and bathroom finished to justify a rent increase in our home. They did not meet that side and after numerous contacts they have not done anything about it, we contacted the city and took the proper steps to withold rent, the landlords then contacted us and have put the house up for sale although we still have 3 months left in our lease agreement, what actions can we take and are the landlords stepping over the line by putting the house up for immediate sale?

How much longer do you have on the lease? The landlord can sell the property at anytime, although the new owner will take subject to the lease. Although, your lease may run out prior to the property being sold. If the property is sold, you may end up keeping the rent that is now in escrow.
