Legal Question in Traffic Law in Michigan

I was a legal resident of virginia. I came into michigan, and had been pulled over. I had no proof of insurance so I was written a ticket for that. The state of michigan has a driver responsibility fee that I was not aware of since the letter was sent to a address that was not my legal address. As time went on I had came back to michigan a second time from virginia. I was driving. Had been pulled over for a broken side mirror (which had happened in a hit and run the day before). The officer took my information, and had come back to the car and notified me that my license was suspended. He took me into jail, impounded my car, and I had to post bail to get out. Now I was unaware of this suspension. Since the state of michigan again had sent it to the wrong address (which was not my legal address. Now they are having me pay a driving on suspended license fee, and suspended my license again since I have not paid the fee. Now I am wondering am I held liable for this, or is the state liable?
