what type of rules does the person with guaridianship power of attorney have two follow as far as checks and balances of the parents money

Usually a conservator is appointed if there are significant assets. Money belonging to a guardianship estate or a conservatorship estate are required to be accounted for annually and filed with the court. Any interested person may demand a copy from the guardian/conservator, but any person may go to the court and obtain a copy of anything that is filed. If there are questionable transactions, it should be brought to the court's attention.
