Building inspection change

Can the building inspector for a city sign off on a final inspection then come back several months later and require work to be done that that was not noted on the final inspection?l

Without knowing what city you're in, and what the building code consists of I couldn't say for sure, but if the repairs are necessary to make a building safe or adequate rental housing I'd say they could do that nearly any time.
