is it legal for me to use someone elses builders licence in minnesota as long as they are silent partner in my company

No. It would be unlawful to use another person's license if that person was not actively involved and inspecting all work. I have had clients in the past investigated, their license suspended or cancelled and criminal charges filed for similar conduct.
