Legal Question in Civil Rights Law in Minnesota

I was an Expermental Subject for 40 yrs.Now that all information is de-classifide, i need a lawyer to take this case on an continingence, i've just not ever been compansatied for this matter. I have been on abc news under subconsiously, and did NOT give my consent to be interviewed.
