Legal Question in Credit and Debt Law in Minnesota
A debt collector claims they will be serving me a summons to court on an intent to fraud on a debt of around $150 that I was unable to pay back. Is this a tactic the collectors use can they really sue me?

Certainly you can be sued for an unpaid debt. If the debt is owed, they will acquire a Judgement which then allows them to garnish bank accounts and wages.
