Legal Question in Credit and Debt Law in Minnesota

I did not have homeowners Insurance. When I was served a summons that an insurance company said that I owed them over 5000 dollars for our horse getting on the freeway and and a car hit the horse. The horse died and they said the car was totaled from this. It was so foggy that no one could see more than a couple feet at night. I feel the driver was traveling at an excessive speed to cause a car to be totaled and kill a horse. They also said that that not only could this affect my credit, they could have my Driver License suspended. My question is, "Can a debt cause my Driver License to be suspended in Minnesota?

It is the government that may suspend a drivers license in certain limited instances.
