can I have my daughters last name changed legaly without fathers signiture if he is on the birth certificate and signed recongnition of parentage

You may be able to obtain a name change for your daughter if a court finds that it's in your daughter's best interest to have the name change.

No. That would mean the father must be notified of the name change. You may be able to obtain a name change for your daughter if a court finds that it's in your daughter's best interests and that it does not interfere wit the father's relationship with the child.
