If a child is not living with mother who is supposed to get child support, should she get the support and if she does get the support, is it considered child support fraud?

It is not child support fraud. The child support order remains in effect unless or until modified. Child support may be modified when there is a substantial change in circumstance. That does not automatically occur when the child does not live with the custodial parent. If the parent is maintaining a home for that child, the child suport may continue.
